what is its purpose, and what will it effect if removed. running gde tune

I think its only purpose is sound insulation. I removed mine 40,000 mile ago thinking it would allow the pump to run cooler, but who knows for sure. I do hear the pump slightly more without the cover.

Remove it, and in addition all that worthless sound foam, No diesel should choked to death over some sound nut ,at FCA Engineering

I removed the cover and all the foam. The one over the injection pump was a pain. Engine is now louder, but I like the sound and hate the extra non-functional crap
