Replace your lift pump, it should not drop when cranking. That was probably your issue the whole time from the sound of your symptoms. It should read anything above 53psi, anything below that will give you the issues you’re having.

That is the fuel control actuator, the pressure regulator is on the right side, front end of fuel rail per the manufacture’s instructions.

The actual fuel pressure regulator is on the right side, end of the fuel rail. Not hard to change out. The fuel control actuator is on the fuel pump. They are metering the fuel at both ends

So the high pressure fuel pump does tick when in operation, that’s why they have a black cover/noise guard over it. Oil leak is probably the left side timing cover. They do require “high torque RTV” if he will be fixing that himself
