Just had my NEW /OLD EGR replaced until the REAL fix comes out in April. My lag is gone. Not sure if the dealer did anything, they never mentioned it.

Exact same thing happened to me. Restarted it and had same noise. Shut it off, waited a few minutes, restarted and it was fine. Took it directly to dealership, they get a scan, no alerts. Did not do it again. A few weeks later my EGR failed and smoked us out of the truck.

Yes I did make a formal complaint with NHTSA. Basically all they seem to do is take a report. FCA said no buyback because of NC state laws. Went to mediation, basically they said they ONLY deal with issues within the original warranty. I guess the truck sits or gets taken only to the local store...

I dealt with NHTSA on my 2015 ecodiesel and they basically did nothing.
