coolant reservoir issue

Wondering if someone could explain the engineering behind the coolant reservoir. My coolant reservoir indicated that the coolant was below the "Low" mark when the engine was hot so I filled it to the top mark and during the next few days, I could see little puddles of coolant in my driveway wherever I parked the truck. A little investigation showed the coolant was coming out of a little tube that comes right out of the bottom of the reservoir. It looks like this is some kind of over-flow tube, but it's dumping all the coolant such that when it stops, the coolant is below the "LOW" line. Can I adjust this somehow?
