Dodge Ram EGR recall

Good morning, my EGR recall was fixed in June and now my Turbo Cooler went bad.. should this have been fixed with recall? Dealer is not willing to assist and told me to call Chrysler customer care and let me tell you that was a complete joke!!! When asked to speak with supervisor I was told they do not take phone calls.. what a shit show

My best piece of advice is just delete all that shit.
