Heater blowing warm but not hot at idle.

Hi everyone, I have a 2015 1500 ecodiesel. When I’m at a idle it gets warm but not hot, even after I drive it for a while and stop again it starts getting cooler.
Is this normal? Engine coolant drops around 10-12 degrees when outside temp is 28-30, new thermostat/coolant, full everything is noticeably changing on controls.

Any advice would be appreciated.
