Short to ground

Struggling finding a short.. been sitting for a month or so as I work so much I don't have a lot of time to mess around with it. Testing battery negative post to the negative battery cables I've got voltage. I separated the battery positive cables and I get voltage on negative cables with just the one cable on the bottom still attached.
I separated the tipm from power to and still have draw I was hoping to use the fuses to isolate the issue no luck
I'm no electrician or mechanic please help
