Turbo will not build Boost

I just posted earlier this morning about my truck was filling the sky full of smoke coming from under the hood. and posted every thing they have changed out. They just got back with me and said the turbo will not build any pressure. They have already put a new turbo on it. What else can cause this issue please help. Seven weeks without my truck is insane. Thanks for any help

The smoke show is a common thing when a turbo it would be the first thing I would look common on heavy Equipment!
