Could have a cracked fuel rail or bad cross over line. One way to help find a leak like that is clean everything throughly then cover the rails and line with clean white rags. Drive it a little bit then inspect the rags. Just be mindful to not leave the rags there long as it is a fire hazard.
Its probably because they dont know what there doing so they bill as if doing a turbo replacement. The turbo replacement is heavy on labor and time. Almost exactly what they quoted you. But there is no need to pull the turbo for just the coolant line.

Its a small plug on the passenger side cylinder head towards the front. Unfortunately I dont have any pictures of its exact location or size. But it takes a allen head to remove it. The drain line might be tricky but you could tap into the fill neck itself instead of the cap.
