16 ecodiesel won't even crank over. I see in the manual that block heater is "required" in -20F which is right where the temp is tonight. Brand new battery. Is there some kind of built in protection that wont even let it crank if it's below this temp?

Here in Alberta I have my truck parked at work for over 8 hours at -30C (-22F) without it plugged in. It cycles the glow plugs and cranks slower than normal but fires and starts with no issues. I would clean the battery connections and make sure they are tight. A weak battery may freeze at these temps so you may need a new one.
