What do you mean by tuning it Or what's is the best tuners for this model

You tune the ECM. Better hurry though as the EPA is shutting down some of the tune companies. Check out https://www.sofakingtuned.com/ecodiesel.html#/ as I think they are still operating. There's another company "Green Diesel Engineering" that does it, but it appears that they have been shut down by the EPA recently.
