I have a 2016 ram eco diesel I live in Louisiana where it gets really hot so on a very hot day especially if I sit at idle for a while when your start to drive in like third gear and above barely getting gas that truck starts to shake and turbo sputters bad and will keep doing that unless I give it more rpm and get up to good speed and it will stop almost like if something is cooling off no check engine light besides service electronic throttle, and that was only because the turbo was sputtering real bad. Once I cleared that code it hasn’t come back brought it to shop. They can’t figure out what’s wrong with it please lmk if your having these problems and what is causing it it’s only does it during summer when it’s hot

I was towing a month ago, came out of gas station up a hill and had a similar turbo flutter, marginal power.
Seemed to clear itself after backing off and then putting my foot in it.

Could be the vanes on your turbo acting up. Mine used to do it around 2k rpm with a load and it has since gone away. Almost sounded like the turbo was cavitating
