oil in intake tubing from CAC

Has anybody else heard of this, I pulled the tubing apart between the CAC and intake there is motor oil puddled in there. Dealer trying to tell me its normal. My Mileage went from 24.5- 25 down to 21 - 22

Yes it's normal from blow by. Some use an oil catch can. Reduced fuel economy could be due to winter fuel.
