p0183 fuel temperature circuit high

I'm experiencing a code p0183. I also noticed the cooling fan coming on when its not needed. At this time the engine goes into limp mode. I'm thinking its a bad fuel temperature sensor, which I understand is not replaceable. I've been told its built into the fuel filter housing. Is this true? I've been dealing with this problem for 3 years off and on.
