Rpm surge at highway speed

Hello all, my 16 eco deisel seems to have rpm surge at highway speed. It’s about 200 rpm on gauge , I am thinking transmission is down shifting for a split second ? I tried with or without cruise, in tow haul mode and downshifted it to 7 and it still does it. Could it possibly be tps , or should I service transmission?

If you use the shift buttons and shift up so the gear shows on the dash you can observe what gear it's in. Y could also force a downshift to 7th to see if it persists, it may be the torque converter unlocking and locking, or the AC compressor cycling.
