Truck act like brakes are hanging Up

My truck feels like brakes are hanging up. Had them checked and replaced front pads and rotors. Mechanic could not find a problem with the brakes. But he could also feel it when he drove the truck. Could it be engine brakes or trans not coming out of lock up. Right away. It’s very hard to drive on icy roads. ? Any thoughts

My brakes locked all for up and it was a the ABS module
