I would say you can tune confidently with either tune you mentioned! GDE will be emissions compliant. EOC will shut off the EGR with no ill effects.

On my 2015 EcoDiesel, I noticed the same problem. I purchased a Pedal Commander and plugged it in. That solved the problem sufficiently for me.

No. There are tuning shops that can do EGR shut off, regen deletes, etc without an exhaust mod.
