Well a laptop is needed to run that software/hardware that companies like PPEI, GDE, etc use to flash these trucks.. but no, you can't just plug the laptop into the OBD2 port.
1) Any tuning could void the warranty if FCA finds you modified your ECM and you have a major failure. This is true with all manufactures.

If one had the Edge CTS2 you can still force it right? I've never had a 100% message, so I assumed you could still force it like @jdn112011 mentions in his post.
Your truck has failed to regen for whatever reasons. You can force a regen manually.
