I had the same message show on my 2015 EcoD. After some research I removed the DEF injector and cleaned it with hot water. Replaced the injector after a few miles the warning went away and has not been on again. I have the date and mileage on record in a file but it is not available just now.
The shutters themselves are plastic but there is a control motor on the bottom that some how knows if they are opening and closing, I would suspect that first.

I found information that shows there is no T.P.M.S. reset on my truck and reprograming requires a scan tool to correct the system. I will look into that.

Yes you do have to raise the cab to change the turbo. After I became aware of that I asked the Eco D. guy at my dealer how many have needed replaced. To date my dealer that sells lots of RAMs has not replaced a turbo on an Eco D.
