With the tube and plenum that wet it looks like the EGR is leaking, and some of the coolant is bypassing the EGR Valve. My guess remove the EGR valve and its going to be stuck open some.

Is it out of warranty? If it is, it will take someone with in-depth knowledge to overcome this problem without sucking up your wallet.
